Rupert Utley heads Mazars’ Forensic Investigation Services practice in Hong Kong.
He has forty years of investigation and risk consulting experience, the last twenty two years of which have been leading forensic accounting and fraud investigation practices in Asia.
He is a seasoned investigator and experienced project manager with a focus on fraud and corruption inquiries, intellectual property rights violations, accounts misstatement, enhanced due diligence inquiries, and anti–money laundering compliance for multinational companies, financial services institutions, law firms, and government bodies
Some notable assignments include: leading a global investigation into data manipulation and intellectual property infringement in the automotive safety (airbags) industry; leading a investigation into a management kickback fraud scheme for a PPE firm; leading an attempted murder and kidnap investigation in Malaysia for a large US MNC; managing a team on the “Volcker Commission” to search Swiss banks for dormant accounts of Holocaust victims; leading the investigation of an online “Ponzi” scheme and global money laundering operation resulting in successful litigation in New York; leading a regulatory driven and multi disciplined investigation into serious fraud and abuse by the sales division of a US MNC that colluded with agents, third parties and distributors across China; and leading a procurement fraud and tender rigging investigation for a US property development company in Shanghai.
He has wide experience giving testimony at courts and tribunals in a number of jurisdictions throughout the world.
Rupert studied Mandarin at Tsinghua University in Beijing and speaks, reads and writes English fluently and Chinese to a good working standard.
