Xavier Roux joins Mazars
as an expert partner for the defence and public service sectors
Xavier Roux, 55, rear admiral and former auditor of the IHEDN (Institute of Advanced Studies in National Defence), is joining Mazars as an expert partner in the defence and public service sectors.
Xavier Roux has a complete military career in the navy. Three times commander of a combat ship, he was involved in military operations in France and abroad. He also had management responsibilities as principle private secretary to the naval chief in Toulon and as chief of staff on the flagship commanding the naval forces in the Indian Ocean.
For the past few years he has had more specific responsibility for strategic and financial cases.
After being project manager for the staff reorganisation in the Navy, he went on to be in charge of the Navy's budget for four years, during which time he dealt with issues involved in management audit and analytical accounting. Following this, he was head of the division "Plans-Programmes-Evaluation" for the army headquarters.
In this role he was responsible for planning the budget for the armed forces (law 2003-2008) and was partner to the State reform for interservice affairs.
Within Mazars, as an expert partner, he will act on cases concerning defence and public services for issues of public finance, running projects in relation to management and internal audit, State reform and in particular the new Organic Law relating to the Finance Law.
